Restrict a branch to allow specific rule-sets to be saved?

Vsn 7.4 Designer Studio

We create a branch weekly for work in progress that is then merged into the main trunk.

During Save As of rules into the branch, sometimes the default selection on the ruleset is not correct and the user often does not realise they have saved a rule into the wrong ruleset in the branch which requires tidying up during branch review. Not only does the rule need to be copied again into the correct ruleset, the branch ruleset is created and has to be deleted.

Is it possible to restrict the rule-sets that can be saved into a branch?
