@GangaR16584219 In the Toolbox is an event named "ProjectStarted" (it is under the Runtime section). This is the replacement for the prior AllProjectsStarted event. There are no longer multiple projects, so this also serves as the replacement for the ProjectStarted event in 19.1 as well (although in 19.1 that would fire for every project and now there can only be one).
