Remote Tracer from Designer Studio fails to present list of requestors

I am using a cloud-based instance of 7.2.1.  When I start the Tracer, and then select "Remote Tracer", I get a dialog with no values in the dropdown labeled "Connection".  If I keep trying, eventually I get a list of requestors, but there is no pattern as to when or why the list of requestors will show up.

This happens in both my Dev and Staging cloud instances.  Screen shot attached.
