Read data from CSV file without locking file

Can you please advise, how to read data data from CSV file (using Excel Connector) in read mode. My requirement is to read data from CSV file whenever sheet changed by some other process (using SheetChange event in PEGA RPA)

The connector does not have an option to open in read-only mode. You might look into using a FileSystemWatcher component to detect changes to the file and process it that way. You could then make a copy of the file and open the copy using the connector to gather whatever changes have been made.
