This is a known issue and is fixed in the next patch version. Please raise an INC to get the hotfix.

@Siva Komana the error "Locale rule not found" happens because the pxLocalCode property is missing in the pyFieldLabels rule. This property helps Pega understand which language or locale to use for showing field labels. Without it, Pega doesn’t know which translation to apply, so the UI shows an error. To fix this, make sure the pxLocalCode property is available on the clipboard and set with the correct value like en_US. Also, check if the required locale rules are already created and not missing. You can use Live UI or Tracer to debug and verify where the property is not being passed. Once the property is correctly set, the error should go away.
