Modifying the Final rules to reach your business needs is not possible as the nav-toggole button is in Header section and you want the same in "Harness Content". Considering your business requirement you can go through the below workaround and take it forward from here. 

Alternative workaround: 

Add the below script in "userworkform" and validate in emulators.
