PEGA0029 coming for a footer

Hi All

We're getting PEGA0029 on a Footer which has static content that includes 2 labels and 1 svg image of 11KB. 

I know we can increase the threshold, but that will not increase the performance. Searching for something that can increase the performance. On checking in PDC, got to know that the Exception is raised from OOTB activities -> doUIAction & GetNextWork.

Any suggestions?
