Pega wants to install legintwincapture add-on for IE

When user clicks "Where am I" link or when he wants to open an attachment from attachments section he is requested to install legintwincapture.cab add-on provided by Pegasystems. When he says "No" the request popup window closes and a proper windows is opened (either flow or attachment details). Installing the add-on for all users is not an option.
I found here https://pdn.pega.com/support-articles/legintwincapture-installation-prompts that solution could be to remove PegaRUELS:Feedback role for an access group but in my case our access group doesn't have this role even listed.
This happens only in IE browser. For chrome, firefox, edge the issue doesn't exist.
Question: How to force Pega to no request for this add-on since everything works fine without it?

Hi,
Can we know why Installing the add-on for all users is not an option? When it is end users, I agree. If it's intranet users we can seek desktop admin help to install the required cab files into user browsers.
Please provide your Pega version and provide a screenshot showing when/where exactly the prompt has been observed. Based on your response, we can try verifying the code to see if there is any possibility to remove the cab reference.
P.S:- Altering any security settings in IE will affect all the ActiveX(cab) prompts and usage. Hence, we didn't recommend that.
