Please follow the below pcs 731 installation guide ("Creating a ruleset for customer rules" section) to add PegaPCS-SampleRules:07-31-05 Ruleset.

Hi,

PegaPCS-SampleRules 07-31-05 has to be created manually, after installing PCS 7.31, to hold the custom rules. 

Kindly refer to page no 9, in the install guide of PCS 7.31 in the below location: https://community.pega.com/products/product-composer-system-pcs
