Distribution import is failing with the following error:

HFix-29870 is for Pega 7.1.8.
My app is at Pega 7.1.6.
Can you confirm whether or not HFix-29870 can be applied to Pega 7.1.6?

No, you cannot apply a hot fix from a different version. If you are not able to update to a version that has the fix, you can open an SR to see if the hot fix can be ported to your version.
