Pega Container hosted on AKS unable to startup

Pega Infinity 24.1.1 hosted on websphere is working fine. After migrated the database over to new stack to setup Pega in AKS with the same version, Pega unable to startup.

Error shown:

com.pega.pegarules.internal.bootstrap.PRBootstrap. Problem during method invocation (contextInitialized)

Unable to create PRModulesProvider
