From PDC we can see the Health report of the Environment what thresholds it consider to give us below status

1)End User Reponse

2)Service Response

3)Alert and Exceptions

The thresholds are defined in the screen (in PDC manager portal) Diagnostic Cloud>>Scordcards>>Email Scorecard>>Performance Thresholds (see the screenshot), it can be defined per each environment.
