Need to develop a report with case id and operator id. then which one I will optimize and why ?

Can you clarify your exact business need here? What platform version is it?
I think you might have existing Report Definition doing this already. You just need to report on two different classes. Do you also need to access case history table to check which user has done what?

You need not to optimize the properties CaseID (pyID) and the operator ID (pyUserIdentifier) as these are Pega properties and were exposed in the respective tables. You should optimize only the properties that were created by you as these are in the BLOB. This data is exposed in the specific tables case and operator tables. I think for your requirement you should join the work table with the operator table with the condition (pyUserIdentifier is equal to Work.pxCreateOperator). Please find the doc for your reference which has the detailed steps.
