Open Url in New Window

In navigation rule I am opening URL in new window.

On click of Navigation Rule I am calling an activity in refresh other section action set to form the URL and second action set is Open URL in window I passed the URL from activity to Open URL. 

Issue:

First time it is not opening new window.

Second time it opens data of previous data request.

In similar way it is behaving, anyone faced similar type of issue.

Pega Version : 8.5

How we can open URL which is generated from Activity and Open that URL in Open in New URL action set.
