Not able to see HTML, HTML Fragment rule in PEGA 8.6

I can see similar questions have been asked https://collaborate.pega.com/question/html-or-html-fragment-missing-pegacloud

but not any official reply from PEGA whether it's intended behavior/code bug/ client configuration.
