New tab window appears when using open harness with target new document
I use action harness to open a harness with the target of new document action being triggered when clicking on a row on the grid tab.
It works fine for most users but for one user the harness appears in the other tab window.
I don't know if it's a browser setting issue but I still can't reproduce it?

When a new popup window appears, the left menu doesn't show up either, we tried restarting but it still appears. It appears on edge browser but when switching to firefox there is no problem. Is there a way to fix it? Is it due to cookies?
