What Matta's comment means is that it is the expected behavior. The manually created decision data will not be listed on the proposition management landing page.

The business issue will have a corresponding issue class and the group created under that business issue will have an associated group class that derives from the issue class. For example, let's imagine you have a range of product offerings that include different devices, tariffs and data packs. So, this could be represented by a business issue, let's say 'Sales' and each of the product offering types will become individual groups under the 'Sales' business issue. That means, a group each for 'Devices', 'Tariffs' and 'Data packs' under the same 'Sales' business issue in this example. The individual offerings or the propositions will go into the respective group or the respective decision data.

Hope this helps. But I'd still like to know what is the use case that you are trying to achieve? What is preventing you from creating more than one groups under the 'Propositions' business issue in your example instead of having to create a decision data manually under the 'OmniChannel' group?
