I could not find javascript 'OpenRuleInPortal' on my system either. 

To find list of available Functions in the Dev Studio, you can go to Records -> Technical -> Function. 

There are too many records to search under function for javascript 'OpenRuleInPortal'. Is there an easier way to look this up?

If i got your requirement correct, you are looking for javascript function 'OpenRuleInPortal' definition which should in one of the js text file rules in the application.

Generally you can find those using all content search in designer studio rule search box as below if search is enabled in your application.

These functions list is not available as internal javascript functions inside js text files and are not specific rule records.

Also tried searching for openRuleInPortal function, however could not find it. Looks to be specific to your application.
