Issue with creating operator

When i try to create a new Operator in dev studio I get the below error.

***Error while getting the list of checkedout rules: code: -1 SQLState: -1 Message: Database column PYRULESET in database PegaRULES, table <unknown> has an unknown type: JDBC Type 1111**

 

Whereas if I select Allow rule check out option in the security tab of the operator, I can create an operator
