How to use CAReviewServiceItems rule  to open an already existing service case from NBA.

Requirement is, from NBA suggestion, on click of a task, first check if there is an existing task and if so, open the in-progress task. Otherwise, create a new task. 

NBA guides says that CAReviewServiceItems rule has to be used for this. Please suggest how this is used with an example.
