What version of Pega are you on? If it is 7.2.2, then recently there was a hotfix developed to provide the flexibility that you are looking for. You should contact Pega Support and check on HFIX-41679. Looking at the details of the hotfix, I believe it should suffice your needs. The enhanced version of the pzShowSchedule rule includes a new py<When> rule which can be overridden to be set to false if you want to hide the Schedule action. The current limitation is that it will not allow you to -> show the 'Schedule' on one report versus hide it on the other.
