Can you elaborate on what you mean by localizing the rows (in the database, I presume?)
Typically in Pega we record (on the Clipboard and in the database) a general value for a single language. The User Interface has certain rules that can be subject to localization which can show the translated text to the user in their preferred language.
So, even though Computing is stored in the database, a French-speaking user would see L'informatique.
Reporting is a good example of why this is important. This allows all records that match "Computing" to be found together (if filtering by Department), instead of these related records being stored with as a mix of Computing, L'informatique, Informática (Spanish) and however many other languages are in use.
