Hello,
If your section is created through Case Step Configure View then you will be in View Editor display by default, but if you create the section manually then by default it will be displayed in the Full Section Editor view. Once your section(Created through Configure View) is converted to Full Section Editor display then you can't go back to the View Editor display.
In this scenario you can create your property from the App explorer by right click on the specific class or Create option on home display then drag & drop the property into the section to add it.
