Can Pega provide Image Editor?

Hi, 

Exists in prpc tools a image editor?  I need configure an image, like cut and rotate

Does Pega provide some framework to do this?

I don't think any OOTB image editor tools are already present. But if you use rich-text editor and upload image from there, you will get the options like below.
