How to deploy application in different countries at single time and should be available for both country users at the same time?

If we want to design any application who will use by US, Canada users, application should go into production at the single time.

Application should be available for both country users and they should start using the application at the same time without effecting. 

What is should be our approach?

I think if we use various divisions for various countries and use the same application for all the countries, then we can make it into production at a single time for all countries.
