How Child cases to proceed and in some cases child cases should not proceed
Two Scenarios here
Scenario 1: I have C1, C2, C3 Childs if C2 child is opened I should not allow C1 and C3 to proceed.
Scenario 2: If C2 is opened I want C1 and C3 to continue

I would keep the childs list on each child and before performing any action check if another child is already processing.

Well you have multiple options I guess it depends on the locking mechanism of you Work Objects.
You could try Obj-Open-By-Handle with the lock, if you can take it on all childs then fine you can process further if not then do nothing and stop.
Or you could check the lock instances to verify if any other childs is already locked by somebody else.
