How can we create Data Type with Branch?

My team is new to branch development. We need to develop function A, and B simultaneously and decided to use Branch. We've just configured Branch structure as below - we created two access groups, two team applications on top of one common base application. All the rulesets in Base application are locked (MyApp, MyAppInt, MyCo, and MyCoInt). I hope our configuration is correct so far. Please let me know otherwise.
Also, I have configured FunctionA for my Branch preference as below.
Now it is green.
The next thing we want to do is to simply create a Data Type. However, we are getting an error. Here are the steps.
1. From Dev Studio, click "Add data type".

2. Fill in the name of Data Type and select Branch. Then click Submit, but below error is shown.
"Branch ruleset not candidate"
Are we missing anything? How can we create Data Type with Branch mode?
