For governance, how can we monitor an agent stop/start in SMA by some one and get intimated on such occasions

For governance purposes, I will need to monitor if any agent in SMA which could be critical has been accidentaly stopped or any agent was started without consent. Is there an existing solution for this which could intimate me on such occasions to take corrective actions. If not could you please direct on how this could be acheived.
