'Formatting of decimal number lost after screen refresh' issue on version 7.1.9

i found a issue is similar to the one is recorded on following link. but the hotfix is appiled on version 7.1.7.

anyone knows if this issue is fixed on version 7.1.9?

thanks for your reply.

i double checked the code, 'refresh condition' is setting on dynamic layout.

now i config refresh action on cell action set to refresh whole section, then, the issue is gone.
