First row dropdown element in Repeating dynamic layout action set refresh not working

I am trying to display a page list in Repeating Dynamic Layout. The layout will display 2 fields, one as Read-only and other editable.

Other section should be refreshed on Change from value of drop down.

If I change the value for first row dropdown, other section refresh wasn't working, but it works when changing dropdown value for second row.
