what is meaning of failed to find a History rule of a section. when I see the section rule, it is already available.. this pega exception is occurring in production environment. Please suggest.

Could you please try to revalidate and save the section rule?
Also, try copying the rule in the highest ruleset version.

Is this happening with only this section? Can you try to do a Private-Edit of pzAssemblePreprocess (RULE-HTML-Section), and then open this rule. You should be able to open this.

Did you check if the rule is withdrawn or blocked for some reason.
Or if the ruleset is included and accessible to the user facing the exception. ?
If you observe the full stack trace in logs, you can find from where the rule is being referenced. You need to start debugging from there
