Facing error in "when" rule Delegation

Hi, all

I am required to delegate "when rule", but I face the following error.

"This When cannot be delegated because no selectable options are available for this configuration."

I've already set production rulesets in advanced tab in application and added the ruleset.

How do I resolve the issue?

When I try to create "when rule" from conditions tab, property I created does not show...

In this case, I need to set the "when rule" to a property I created..

Do you have other advice?
