Please enable below loggers in ALL level and run the extract rule and share the BIX log file.

Can you go to your 'D:\BIX Files' and see if 'ExtractDetails.xml' file is available after running the extract rule?

Hi Mounika,
Could you please check if the operator from which you are running the BIX extract has PegaRULES:SysAdm4 role in the Access Group (while running extract rule, it checks for access role to be either "PegaRULES:SysAdm4" or .pxThread.pxCurrentApplicationName + ":Administrator").
Have you tried this with any other operator?
Also were you able to enable the loggers that Kranthi has suggested?

yeah the operator having the sysadm4 role and i am not able to find the second logger which kranthi has mentioned

We have tried to reproduce your scenario in Pega7.4 , it is working fine for us . Could you please let us know below details for further investigation.
Pega as well as BIX version?
Do you see ExtractDetails xml file in your Bix Files folder?
What is the status of test Connectivity ?
How you are running the extract rule?
What is the result for other output format?
Also can you create another extract rule and verify the scenario.
