You will likely need to obtain the Visual Studio 2015 installer ISO from MSDN. You can also contact our support team and they can assist you as well.
The issue is that Microsoft has blocked the web installer since the certificate expired and it cannot be downloaded any longer by the installer.
This will no longer be required with the upcoming V22 release by the way, so this is only necessary while you are still using 19.1 and installing it for the first time.
