For many stories, clone them with a placeholder assignee (like a temporary “Migration” user) and do a bulk reassign from the backlog grid afterward. If you still see the message, check the validate rule tied to InitialAssignee in Agile Studio to confirm it’s enforcing “Non-Terminated Resource” and that your operator ID isn’t filtered out by team or release security.
