As I have to sent in some service encoded value as base64 of msg format.

I ain't sure about what exactly your requirement is, though if you want to send messages. How about using messaging feature.

Hi,
The ".msg" format is a proprietary Microsoft format that is generated by software such as Outlook, so most non-Microsoft software lacks the ability to generate an msg file for you.
The only official way to end up with an msg file is to have a person or a plugin use Outlook client software to generate it.
