I don't think there is an out of the box feature to support this. I think, you can achieve this by writing activity rule and create necessary rules(D-A-DB-T mapping & Classes) on the fly. Accessing the external database is step 1. how are you planning to map the data from external source to pega clipboard; need the corresponding properties in pega. is this a use case from business OR an admin task to support pega developers?
The way I map the data from external source to Pega Clipboard depends on the way I get the data. So I am not sure about mapping data yet.

For more information about the scenario, we want to compare data from different environments which is provided by users (JDBC url). We know the structure of external database, we know the properly associated class.
I searched in the forum (link) that I can change the database name of database table instance at the run time. So if I can dynamically create/ modify database instance to connect to users' JDBC url, I can achieve my goal.
Can you give me more information about creating rules on the fly? Are there any OOTB activities (it is Pega 7.2)? Or we need to code Java?
