DSS not visible in Admin Configuration

Many of the DSS are not visible in Admin Studio -> Resources -> Configuration

What is the reason, Is it something to do with roles? any other changes needed to enable some settings.

Can see all the DSS setting in the database in pr_data_admin.

Example: 

OwningRuleset                    Setting Purpose

Pega-RULES                       syslocks/defragEnabled

I think that will display the DSS list which is there in the configuration bundle specific to the node.
