Drag and Drop Functionality for Navigation rule

Hi Everyone

We have a requirement to display folder wise items on hovering the profile.

Can we perform drag and drop on navigation rule? I have seen drag and drop functionality on repeating dynamic layout.

Structure is as follow:

Favorites(Item)

    Folders(ItemList)

         SubItems(ItemList)

Please let me know can we move subitems to different folders?
