Draft flow is one which is enabled when the flow has incomplete flowaction rules section rules. With draft mode the flow will not work in production. It can be just used to show the flow diagram (incomplete functionality)

Did the above solution answered your question. Draft flow is enabled just to get the understanding of application flow without needing the total screens developed.
