Does Pega SOAP service use JAX-WS or are annotated?

We have the following configuration.

Pega version-7.1.9
App Server-websphere Proprietary information hidden.

Pega SOAP services are not listed in websphere admin console (under the service providers section). Our server administrators say that the service should be listed there as are other services in their other applications. They are saying this is probabaly because Pega SOAP services do not use JAX-WS or are not annotated? Is this right? and is there a way to get these listed under the service providers section?

No it is a (custom) apache axis implementation as far as webservices goes. So they will not show in the websphere console as webservices.
