Pega SOAP Service to REST conversion
What are the steps to be taken care while converting Connect SOAP to Connect REST and also should we create REST connect manually or using wizard when Property structure is same which was used for SOAP to save data?

I would recommend leveraging the wizard to generate the REST service. The necessary data pages and data transforms will be generated OOTB through the wizard and easy to maintain.
Most likely the changes would be changing the data page reference in your rule where it's been referenced.
You can delete the old class instances by using the Delete Class from the Refactor wizard
