What specific features are you looking for? The pega DSM: https://collaborate.pega.com/question/decision-strategy-manager-72-reference-guide-extending-interaction-history-source-and has used a lot of OR algorithms behind the scenes. If you are looking for traditional OR solvers (e.g., CPLEX) that are available from other vendors and even simpler scenarios by Microsoft spreadsheet, I am not aware of such features, at least OOTB.
