Hi John,
What version of Pega are you currently on? I'm aware of a defect that we corrected in 7.2 using a patch. Does this match your symptoms?

Hi John,
This defect is fixed in release Pega 7.3. I have verified the same, issue is present in Pega verison 7.2.1.
Raise an SR to get the hotfix for this defect in Pega 7.2.1.
