Declare Expression to Check Portal
I am trying to set tab titles according to portals. Ex: If it user portal tab title should be User Portal. And If admin Portal title should be Admin Portal.
For this I am using .pyWindowTitle declare expression. Is there any OOTB property to compare portal or harness in if condition.

Declare expressions are the rules which will be called declaratively i.e you don't want to call it any where.
Try to login using the user and please check whether you are getting the user portal or not.

pyWindowTitle = "Admin Portal" or if Portal or harness = User Harness/User Portal pyWindowTitle = "User Portal"

here there is no need of Declare expression .You can call the toggle DT from Harness and by using either decision table or when condition by using this property .On System Pages we have "pxThread.pxPortal" There we have Portal Name.
Still if you want to go for Declare expression you can use the above property to identify the Portal Name
Under SystemPages==>pxThread==>pxPortal(Property Holds the current portal name)
