Declarative Rules help

So I have a requirement to set a default property value, using a declarative rule. So that when I navigate to that screen some options are chosen by default. If someone could point me in the right direction, in regards to the script that i need to right, it would be very appreciated.

Hello, 

Do you really need a declarative rule for this? Because if you use a Declare Expression you might not be able to to change the value manually. 

Why don't you just set it using a DataTransform?

I also feel like the data transform would be more appropriate, but my LSA wants it done a certain way. And I'm not sure how to use declare expressions to set default property values
