In the Table layout format options, did you select "Display grid footer" or "Display grid header", and if yes could you please check if the "pyGridPaginator" section is included in Action Top or Action bottom.

Configuring the Pagination format and Page size in the Layout properties should ideally work. 

Please find the attached screenshot.

Delete the  section pyGridPaginator from header/footer and add it again. If this also doesn't helps, just create a same new grid.

If I understood your question correctly, and if you are referring to the pagination options under the user actions section, then this is expected. That pagination setting is only relevant for the report viewer. If you wanted pagination to apply to your data page, how would you get to the next page? Shouldn't the data page itself contain all the data, and then you can add pagination during access, such as when accessed from a grid?

Perhaps you can expand more on your requirements here.

If the grid is sourced from a data page, which in turn sourced from a Report Definition, then the pagination is not honored. 

Because of this limitation, Developer had to use Report Definition ​directly as a source for the grid.
