Customize the default locking value from 30 mins to 10 mins. But lock not releasing after 10 mins

Hi 

I have a requirement to customize the default locking from 30 mins to 10 mins. I have made the changes in System rule.

10 mins is reflecting in Case type setting as well, but lock is not getting released in 10 mins.

What could be the reason or is there anything else I need to make changes?
