Custom cipher : runPega.bat and compileAndLoad.bat files not available on Personal edition

I'm trying to configure custom Cipher (for encryption) on Personal Edition. I dont see runPega.bat and compileAndLoad.bat files as part of the Personal Edition. Could you provide download location for these files?

I'm following https://docs-previous.pega.com/security/85/creating-custom-cipher, to create custom cipher.
