Convert Binary to Case attachment

We have an external db which has a file contents in VARBINARY column. How can we create a file and upload to case using the retrieved binary? Tried creating Link-Attachment and Data-WorkAttach-File. the file uploaded doesn't get downloaded. is there any other better way to implement this?
